For a few posts, VDP is taking you to the fairly recent public garden that now links Chantiers neighbourhood and its train station to Avenue de Sceaux and St Louis neighbourhood, enabling a much shorter walk for commuters! If you turn left just before those steps, you'll take an alley to Chantiers train station (which is itself undergoing huge works). If you walk up the stairs, you end up in the public garden.
That actually looks like a really lovely spot, a nice walk for commuters to start their day, fab colours in the picture, very nice :)
