This is the work of talented young people. They have a similar painting project by school children on a tunnel that leads under Pacific Coast Highway and connects the parking lot to the Crystal Cove State Beach in Newport Beach, California.
This must be commissioned to be painted. I went back to a wall wher I saw 2 artists paint. Sadly, the wall is now painted blue. Luckily, I have posted it for them.
